📏 LEAGUE RULES – 13U DIVISION

⏱️ Game Format  
- 2 Quarters (25 minutes each)  
- 2 Timeouts per half  
- Clock stops on possession change, timeouts  
- No coaches on field during play  

🏈 Gameplay Rules  
- No kickoffs (Ball starts at 35-yard line)  
- No punts past opponent’s 50-yard line  
- Mercy Rule: 20-point lead = running clock + NO blitzing  

🎯 Scoring  
- Run PAT = 1 point  
- Pass/Kick PAT = 2 points  

⏳ Delay of Game  
- 30 seconds to run a play  
- 1st offense: -5 yards + clock stops  
- 2nd consecutive: -5 yards + loss of down  

🔥 OVERTIME (Playoffs ONLY)  
- Ball placed on 10-yard line  
- Each team gets 4 downs  
- If tied → Final OT decided by penetration

📌 QUICK RULE NOTES  
- No OT in regular season (games can end in ties)  
- Forfeits = 6 points  
- Colored visors allowed  
- Clock rules enforced strictly (final 2 minutes stops on incompletions)

📋 CERTIFICATION (MANDATORY)  
- Must have Wisconsin State ID  
- Certification done at halftime with opposing team  
- ALL players must be present  

🚨 Deadline for roster additions: August 17 (Midnight)  
🚨 Players not certified = INELIGIBLE  

🎥 Teams must record certification process  
⚠️ No certification = No play (until halftime at earliest)
